Anyway from expirence to obtain a visa and get it setup in Singapore and you will need a SG citzen or SG PR to sign it. A Chinese passport holder requires a visa to visit Singapore as a tourist for up to 90 days. It cost S$30 or equivalent currency and must be applied for at a Singapore High Commision or Consulate at the place of residence. For China it would be the High Commission at Beijing or one of the consulates at Chengdu, Guangzhou, Shanghai, Xiameu or SAR Hong-Kong. In China the application fee is RMB 153.
